Fifth India Bhutan High Impact Community Development Project Committee Meeting of the 12th Five Year Plan held in Thimphu on 28 February 2023

The 5th Bhutan-India High Impact Community Development Project (HICDP) Meeting between the Royal Government of Bhutan and the Government of India for the 12th Five Year Plan was held on 28 February 2023 in Thimphu. The RGoB delegation was led by Ms. Tshoki Choden, Director, Bilateral Department, Ministry of Foreign Affairs and External Trade. The Gol delegation was led by Mr. Niteen S Yeola, Deputy Chief of Mission, Embassy of India, Thimphu.

For the 12th Five Year Plan of Bhutan, Government of India has committed an assistance of INR./Nu. 50 billion, of which INR./Nu. 8.5 billion has been earmarked for implementation of High Impact Community Development Projects (HICDPs).

During the meeting, the Committee undertook a review of progress of 524 High Impact Community Development Projects being implemented in various parts of Bhutan. The projects are spread across areas of water supply, urban infrastructure, farm roads, irrigation channels, bridges, health and education infrastructure. These projects will enhance accessibility, economic opportunities for the rural communities and contribute to improved livelihoods, job opportunities and food security. It was noted by the Committee that 392 of these projects are complete and rest are nearing completion. The successful completion of these projects is also contributing to post - pandemic recovery of Bhutan's economic activity. The HICDP Committee noted that over 98% of funds amounting to INR./Nu. 8.3 billion have been released to project implementing agencies.

The talks were held in a friendly and cordial atmosphere in keeping with the excellent bonds of friendship and cooperation between the two countries.
